EXPERIENCE

As the gatekeeper to Chester County’s civil court system, the Prothonotary plays a critical role in our County’s government and requires both management experience and a strong understanding of civil procedure and how the courts operate. I am running for this position because, as a practicing attorney with over 15 years of civil litigation experience in various courts around the country and across this Commonwealth, I believe that I have the experience and insight to make the Prothonotary’s office more efficient, effective, and accessible to the average person seeking justice.


I practiced law for over a decade at the international law firm of Dechert LLP with its highly respected intellectual property and litigation practice groups, where I managed teams of attorneys and paralegals in complex litigation matters. Over the years, I have represented a diverse spectrum of clients from large corporations to homeless individuals on a pro bono basis. I have received the Legal Intelligencer’s “Unsung Heroes” award for my pro bono service as a volunteer lawyer with Philadelphia’s Homeless Advocacy Project.


I graduated magna cum laude from Temple University’s Beasley School of Law, where I served as an editor on the Temple Law Review. During law school, I interned in the U.S. Court of Appeals for the Third Circuit. Following law school, I served for two years as a federal law clerk to the Hon. Thomas N. O’Neill, Jr. of the U.S. District Court for the Eastern District of Pennsylvania. I received my Bachelor of Science from Georgetown University, where I majored in Biology and English.

VISION

My experience as a federal law clerk and practicing law in many different courts throughout our country and across this Commonwealth has allowed me to see the true potential of what Chester County’s Office of Prothonotary can become. The Prothonotary is not simply an administrator who accepts and stores legal filings. Rather, a great Prothonotary is the civil court system’s ambassador to the public and a liaison who fosters cooperation between the bench and bar. Chester County’s Prothonotary supervises and manages a team of over 25 dedicated legal professionals, who work tirelessly to ensure that the County’s civil litigation system runs seamlessly. However, like any public office, there is always room for improvement, which requires vision, leadership, and a strong understanding of the legal system.


As the parent of a child with special needs, I know first-hand how difficult it is for working families to access government services and the legal system in particular. As Prothonotary, I will increase accessibility to Chester County’s civil court system for pro se and low-income litigants. I will also increase transparency and convenience for the public seeking to access civil court dockets. Furthermore, as a member of the Chester County Bar Association, I will partner with Chester County’s bench and bar to find ways for the Prothonotary’s office to decrease civil litigation costs and facilitate early mediation and settlement of cases in an effort to save money for both litigants and the County.

DEDICATION

I am a member of East Fallowfield Township’s Board of Supervisors and serve on its Strategic Planning Steering Committee. I have lived for over 14 years in East Fallowfield Township, Chester County with my wife, Heather, and my two children, Joey and Elizabeth. Heather and I look forward to celebrating our 20th wedding anniversary this year.  I and my family are parishioners at St. Joseph’s Catholic Church in Downingtown, Pennsylvania, where I volunteer as an Assistant Scout Master & Fundraising Chairperson for Boy Scout Troop 2 and as the Cookie Coordinator for Girl Scout Troop 41010. I also volunteered for a number of years as an assistant Little League coach with West Bradford Youth Athletics.

Why I am running

The Prothonotary's Office handles all civil legal cases in the county. As a lawyer and the parent of a child with special needs, I know first hand how difficult it is for working families to access government services and the legal system in particular. 


It is my goal to bring greater effectiveness, efficiency and accessibility to the Chester County Prothonotary's Office. As a winner of the Legal Intelligencer's Unsung Heroes Award  for my legal pro bono service with Philadelphia's Homeless Advocacy Project, you can be confident that when I am Chester County's Prothonotary, all people will be treated fairly and equally.  


With over 15 years experience practicing civil litigation in courts throughout the United States and Pennsylvania, I will transform the Chester County Prothonotary Office into a model of excellence for the Commonwealth
